Illinois Lottery winners receive IOU amid lack of budget: Report

Danny Chasteen and his girlfriend, Susan Rick, thought they had gotten their big break last month when Chasteen won $250,000 from the Illinois Lottery. Instead, they got an IOU.

The Chicago Tribune reported that disbursements of Illinois Lottery winnings of more than $25,000 have been halted because the state doesn’t have a budget.

“For the first time, we were finally gonna get a break,” Rick said. “And now the Illinois Lottery has kind of messed everything up.”

Under state law, checks for such winnings must be cut by the state comptroller’s office and, since lawmakers have yet to approve a budget, the office cannot release those funds, the newspaper said.

“The lottery is a state agency like many others, and we’re obviously affected by the budget situation,” Steve Rossi, a Lottery spokesman, told the newspaper. “Since the legal authority is not there for the comptroller to disburse payments, those payments are delayed.”

Jack goes to his friend, Mike, and says, “I’m sleeping with the minister’s wife.  Can you keep him back in church for an hour after service for me?”

Mike doesn’t like it but, being a friend, he agrees. After the service, Mike starts talking to the minister, asking him all sorts of stupid questions, just to keep him occupied.  Finally, the minister gets annoyed and asks Mike what he’s really up to.

Mike, feeling guilty, finally confesses to the minister.  “My friend is sleeping with your wife right now, so he asked me to keep you occupied.”

The minister thinks for a minute, smiles, puts a brotherly hand on Mike’s shoulder and says, “You better hurry home now.  My wife died a year ago.”

Major bullish support just moved to about 15425 on DOW.  Either way doesn’t look good right now. Armstrong came out with numbers for the close and doesn’t look like it’s gonna stay above it.

Obama Climbs Mount Hubris



Barack Obama burned thousands of gallons of jet fuel on Air Force One as he traveled to Alaska to lecture the nation once again about climate change. Just before he left, and just for good measure, he renamed America’s tallest mountain. First, some history: In 1896, William Dickey, a New Hampshire gold prospector in Alaska, named the peak for William McKinley, who supported the gold standard and had just won the Republican nomination for president. Never mind that the Athabascan people called the mountain Denali for thousands of years prior. The name change wasn’t official, however, until 1917, when Congress designated the surrounding area as a national park. And McKinley’s Ohio roots meant he had an important delegation in Washington telling Alaskans what to call their mountain. The Alaskan delegation to Congress introduced legislation in February to change the name to Denali, but it was doubtful to overcome the opposition of Ohioans. (Ain’t our republic grand?) In 1980, the surrounding national park was renamed Denali, but the mountain kept its name — until Obama said otherwise. In announcing the change, the Obama Interior Department said, “In changing the name from Mount McKinley to Denali, we intend no disrespect to the legacy of President McKinley. We are simply reflecting the desire of most Alaskans to have an authentically Alaskan name for this iconic Alaskan feature.” If only the Obama administration showed such deference to states in more important matters. Perhaps he only wanted to tweak John Boehner one more time. Or perhaps he thought it was his destiny to rename the mountain because Denali is an Athabascan word meaning “the great one.” What’s Athabascan for “narcissism”?

Dear CIGAs,

I must apologize to readers. Shanghai has in fact reported deliveries for the last two weeks, I reported this incorrectly when writing they have not reported. We try to be as accurate as possible but occasionally we err. That said, “something” has definitely changed over the last 2-3 weeks as evidenced by market gyrations and volatility. I stand by the rest of what was written, the knowledge something is different or changed should tell you past or existing trends in place should also be questioned. Stay vigilant as volatility “kills” in an over levered system.

Just beautiful. I’ll have to remember that statement.

Re the “situation”. It’s reminding me of 9/11. The market crashed in ’00, soon after the economy started tanking, or slowing, and little George, not elected yet brought it to attention while campaigning.

The enemy was purposely waiting for a recession to get more effect for the attack. So, if the enemy has planned another attack, it might happen again on the same date. Just some dumb thoughts. Probably never happen.

“Something” Just Happened!

OK, what do I think “happened” three weeks ago?  I believe the day finally came where China did not receive gold delivery.  I say this because Shanghai all of a sudden has shown zero withdrawals since then.  For the last 10 days I have been calling events “financial war” but did not connect why or why now?  My theory may be all wrong, or, it may be right on the money.  If it is wrong, the day of defaulting on delivery will come because the simple math says so.  You can only import more than total production only as long as vaults have metal to dishoard.  If I am correct, in effect the U.S. just “defaulted” to China.  It would also mean our hoard of “power” is gone and so is the façade of financial strength.  If correct we should know quite soon by actions in all markets.  If correct, our standard of living will collapse into third world status hand in hand with a broken financial system.
