It is not uncommon for railroads now to run foreign road locomotives as needed or convenient. They are accounted for as horsepower-hours paid to the home railroad. Because this locomotive was buried in the middle of the train, it was an unmanned ‘helper’ loco that is remote controlled from the front. Common practice on long, heavy trains going over mountains.
The size of the pileup and number of cars involved indicates there was substantial speed of the train. This will be a real pain for CP to clean up as this is their transcontinental mainline that is now out of service until restored. No VIA passenger service, and no transcontinental freight service.
