People love excitement and bad sounding news. Even concerning the dumb storm forcasts. They run out and buy all the milk and bread and eggs for a month, and nothing bad happens MOST of the time. Nobody likes good news. Boring. 🙂

Normally yes. A lower Rubble against a higher dollar would give a discount to an American buying oil from Russia. But there is another variable to consider.
Oil is priced in US dollars, and the high dollar has Oil down on the lower side lately. If they are importing Oil from the USA they would have to pay more.
