My LATEST GAS BILL in Richmond VA

has a .21 %  “GAS PURCHASE CHARGE in addition to the gas usage charge  …..Why a separate charge when gas & energy prices are collapsing   ?     Somethings velly velly wrong  wrong   …and were still on Summer RATES !
