Simply sharing revenue with local Government is not sufficient insurance because they may not be rational and sharing with them makes them think they can have it all ! Look at S.Africa ! You must get Banks and Insurance on your side so any attempts to confiscate brings a threat of a cut off of any future financing for anything.
