Why I don’t know, they had time, planners had time to plan better for places for them to go. Hotels full for those who can afford it but now will have to go farther out. I heard one shelter in Chico to the north. Lots pouring in my way to the south. They need more, a lot more if it breaks IF some of the suggested Evac areas where people already leaving surrounding Oroville go mandatory.
