Is SUPPOSED to be routed by Zip Codes. Some mail is bar-coded with it. Most manual mail has be be ‘keyed in’ by a worker. My local destination zip code has a ‘7’ as the middle of five numbers. The Guam destination is similar with a ‘9’ as the middle number. So I can see how it could be misread by a hurried worker. But it happened twice from two different areas of the midwest where they went astray.
