Loading ...You are right. I believe it’s controlled at the state level. However everything is funded federally in the end, so I would have found a way to make it happen. (i.e. cut the funding until it happens.) Where there’s will there is a way.
Trump has no problem finding ways to pay for vaccines that will kill you but he can’t organize an honest election.
