Maybe you have it backwards. Tariffs are to help local producers make money, protectionism, and at the same time, punish the anti American importers. (that avoid US labor and taxes)

Besides that they already passed something during Trump (homeland security) to help build up domestic metals producers for security of supply reasons, but its out of necessity as everything went too far and its all trying to right itself. A reversal of the past that went too far.

However, a stronger dollar might over ride import tariffs? And status quo continues? All just a show?
