Your right in that you can’t force a ideation on others so easily if at all. That is if they didn’t want their cake and eat it to and letting someone else do it for them.
I’m sure there is trade interest involved and if so like housing now you better have the higher offer.
A post here showed for instance that Afghanistan had a potential Billion in lithium.
Dementia Joe just gave away a billion of lithium used in green car batteries while he goes to other Mid East countries and begs for oil while shutting down ours.
