One idea Russia has they should do here

They should do it to the homeless here. They make constant annoying beeping sound.
So in San Fran and LA where they park right in front of homes and businesses just have a system with constant noise like that. Their luck the police will come about complaints by the homeless.
There they do it to keep drunks out of underground shopping parking lots for safety reasons.
