Indeed, the large ‘Class 1’ railroads have fueling and locomotive service at their yards that originate trains. But not so with smaller, regional lines that may not have more than one base yard, and they need to extend out some distance to deliver the goods. Yes, it is not uncommon for them to buy fuel ‘out on the road’ like this.
