Chocking also effects the vagus nerve which effects the heart rate and caused involuntary incontinence which appeared to be happening to him. In infants with the cord around the neck it can cause meconium aspiration due to involuntary incontinence and if it isn’t cleared fast as they need to breath too it can collapse the lungs.
Not that this is not what happened to this guy Penny was restraining. I think that cop is having a negative effect on Penny when it’s not the same. He wasn’t strangled like Floyd was who died at the hands of the cop on the spot and showed symptoms.
There is no reason or evidence that we heard of anyways the person who said that guy died as a result of being strangled from Penny was wrong because wasn’t dead, he was still alive.
