The point is the guy was a man man threatening to harm and kill everyone there and one woman said she had to put her stroller between him and her. If Penny wasn’t there that stroller wasn’t going to stop him, he could of even picked it up and hit her over the head with it and a child. If she had a gun she would if had the right to use it if he didn’t back off. It was obvious it took a lot of to stop him and he didn’t stop. Any injury’s that resulted came from the necessary level of force it took to stop him.
