Oh, it makes perfect sense when you have career ideals of law and justice and you see yourself stymied by a political brick wall that will not get any better.  It destroys your life ideals, and pay no longer matters.  They have options with their skills and training.  One suggested finding a small town and joining local law enforcement where one can be effective and live much cheaper.
