Looks Like TPTB Are Pushing The Dollar Back Up?

After nine months down Jan to September, now going back up the last two months. Is this just a s/t bounce in Dollar and rates, or a new adjustment to help the trading partners. Renew welfare for the global community? USA economy now strong enough for renewed sharing?
