It was not a Piper, but a Sikorsky 76B twinjet helicopter.  He was flying under VFR… Visual Flight Rules… that require the pilot to see where he is going, maintain ground visibility, and NOT fly into a cloud.  He was trying to maintain radar contact for flight tracking, but in low cloud ceiling conditions he was required to fly under the clouds and got lower and lower.  Air Traffic control told him he was too low to maintain radar contact with him.  Looking at the flight track and altitude readouts that they DO have, it looks like he got into a low altitude flying into a cloud shrouded canyon.  He might have realized he was going to fly into a low cloud and so started a left turn to turn around and fly back… a 180 degree turnaround.  As he was turning… obviously in fog or a cloud… he flew into the hillside.  Last speed readout was 125 mph.
