Loading ...Many years back someone who worked for the local government, in the state of Victoria Australia wrote a paper explaining how under the excuse of safety, the State could introduce all sorts of petty restrictions and then ‘police’ them by fining citizens for breaking them. The ideal one was speeding fines, as who can ague that speeding is not dangerous etc.
The basis of the paper was how the policy could be used as significant revenue stream….It is now impossible to find that paper, or any mention of it.
