That means on top of open borders they will let in 72 thousand and their chain migration under trained foreign nurses from Likely third world countries like Philippines where 2 yrs high school apparently counts for their 4 gr degree and Africa competing for American jobs. Rinse repeat and the American nurses jobs , community and patient pays the price to people who might just follow orders even if those orders are wrong or covering things up.
